يتأرجح مصطفى فوق فتحة مدخل النفق، ويقوم رفيقه بإنزاله بواسطة رافعة كهربائية عبر الممر الرأسي الذي يبلغ عمقه ستة عشر متراً. وبعد وصول مصطفى (29 عاماً) إلى القاع، يرسل بإشارة الأمان عبر جهازه اللاسلكي، قائلاً: “أيوة”

النفق الضيق رطب وخانق. لا يمكن لمصطفى وحافرَي أنفاق آخرَين الانتصاب. وعلى ركبهم وبضوء خافت يشغّلون رافعة تسحب ببطء كمية من التربة المحفورة باتجاههم. فقد انهار قسم من النفق قبل أسبوع. ويقود مصطفى أعمال تعزيل النفق

انعدام الثقة

لا يوافق الحفارون على التصوير. ومنذ فترة وجيزة تهيمن أجواء كبيرة من عدم الثقة تجاه الصحفيين. فهناك إشاعة تدور بأن الأنفاق التي يزورها الصحفيون تتعرض بعدها بقليل للهجوم من قبل الطيران الإسرائيلي. ولكن ذلك ليس ما يخيف الحفارين بالدرجة الأولى، وإنما أعمال البناء التي تجري على الحدود المصرية

لا يبعد نفق مصطفى كثيراً عن المكان الذي بدأ فيه المصريون ببناء جدار تحت الأرض. تقول صحيفة هآريتس الإسرائيلية إن مصر ستغرز صفائح فولاذية على عمق 20 متراً تحت الأرض وعلى طول 9 كم. والهدف من ذلك قطع الطريق على الأنفاق. ولن تقدر قاطعات الفولاذ على اختراق سماكة هذه الصفائح

آلات الحفر

من جهة حدود غزة يمكن رؤية المصريين وقد بدؤوا بالاستعدادات الأولى لبناء الجدار. وراء الشريط الشائك مباشرة، والذي يمثل الحدود الرسمية، تقوم الحفارات بالحفر عميقاً في الأرض. يقول مسؤولون أمنيون في مصر إن الهدف من تلك الحفر زرع أنابيب فولاذية في أماكن مختلفة. ويمتنعون عن التصريح بأكثر من ذلك

تتعرض مصر منذ سنوات للضغط من أجل مكافحة التهريب عبر الأنفاق. وعلى الرغم من ذلك، لم تنجح القاهرة بإغلاق شبكة ما تحت الأرض. ويعتقد بوجود أكثر من ألف نفق تحت الاستخدام عبر مدينة رفح الحدودية. وعمليات تهريب المواد الغذائية والأدوية والسلاح مزدهرة أكثر من أي وقت مضى، وذلك بفضل حرس الحدود المصريين الذين تتم رشوتهم

يقول مصط “تكلف عملية مد النفق من 120 إلى 150 ألف دولار. فهناك إذن الكثير من المصالح المرتبطة به، حتى من جهة الحدود المصرية

وحتى أن هناك نفقاً كبيراً يمكن لسيارة أن تعبر خلاله. وأرضية هذا النفق من الاسمنت المسلح. وسر هذا النفق محفوظ بسرية تامة، وأما بالنسبة لأهل غزة فهو التفسير الوحيد لحقيقة انتشار عشرات من السيارات الخاصة من موديل عام 2009، والتي تجوب شوارع غزة. فقد قامت إسرائيل بإغلاق المعابر الحدودية الشمالية مع القطاع منذ تسلمت حماس مقاليد السلطة في القطاع صيف عام 2007

صدمات كهربائية

لا يعتقد الكثير من حفاري الأنفاق أن الهدف من أعمال الحفر التي تقوم بها مصر بناء جدار تحت الأرض. وإنما يخشون بشكل خاص أن تقوم مصر بضخ مياه البحر إلى المنطقة. وبهذه الطريقة تصبح الأرض هشة، مما يؤدي إلى انهيار الأنفاق. وهناك إشاعة أخرى تقول إن المصريين سيصلون التربة الرطبة بالكهرباء

آلام

على الرغم من الأخطار المحدقة، يواصل مصطفى عمله في النفق. وتحت معطفه يرتدي مشداً يشد به ظهره. فمنذ أسابيع انقطع كابل الرافعة، فسقط أمتاراً عبر الممر الرأسي إلى قعر النفق. وحتى الآن يشعر بآلام شديدة، ولكنه لم يستطع إيجاد عمل آخر يجلب له المال الكافي لإعالة أسرته. ويبدو أنه لا يعبأ ببناء الجدار ما تحت الأرضي:

يقول مصطفى، بينما يقوم برفع كيس كبير من التربة الحمراء عبر فتحة النفق: إذا ما وصلوا إلى عمق 30 متراً تحت الأرض، عندها فقط نصبح في مشكلة. وفي هذه الحالة سنحاول فتح ثغرة عبر الجدار. سنقوم ما بوسعنا لتفادي الجدار. ليس هناك ما نخسره

In the hardest hit areas, such as the village of Beit Hanoun and the Jabalya refugee camp, it looks as though the war ended just yesterday. Bombed out buildings and houses alternate with tents housing large families. The only difference between now and the end of the war is that the roads have been cleared.

The international community has made more than 2.78 billion euros available for reconstruction but Gaza residents haven’t seen a cent so far. Israel and Egypt have both refused to allow building materials into the territory.

To coincide with the commemoration of the start of the attack, two groups have started campaigns to break the blockade. On 31 December, a group of international peace activists in Gaza are planning to organise a protest march to the Israeli border. The Gaza Freedom March will go from Gaza City to the Erez crossing.

Around 1350 activists have signed up to take part in the event and they are hoping to be accompanied by around 50,000 Palestinian demonstrators. The activists who have signed up have all signed a document promising to protest peacefully. Manny activists who planned to participate have been refused entry into the Gaza Strip by the Egyptian authorities.

Egypt’s Rafah crossing

Another peace initiative was started outside the Gaza Strip. Volunteers working for the Viva Palestina aid convoy are stranded in the Jordanian port city of Aqaba with some 200 lorry loads of goods. They are waiting for permission from the Egyptian authorities to proceed by ferry to the Gaza Strip. Egypt has so far refused to co-operate. The activists are considering starting a hunger strike in order to put pressure on the Egyptian authorities.

The controversial British politician George Galloway is heading the convoy. In an interview with the Arab television station Al Jazeera on Sunday, he called directly on Egyptian President Hosni Mubarak to allow the goods through.

“Please, President Mubarak, let’s solve this issue. We have to make haste otherwise the food and medicine will spoil. We are just four hours from Gaza,” he said.

Object achieved

In Tel Aviv, less than an hour’s drive from the Gaza Strip, there is very little awareness of the one year anniversary. There is also very little debate about the legitimacy of the attack. The vast majority of Israelis are convinced that the attack did achieve the desired objective, namely reducing the number of rocket attacks on Israeli targets carried out by Palestinian militants. No one is discussing the price that Palestinians civilians had to pay in order to ensure the safety of Israeli civilians.

Gazans

The notion that Hamas’ popularity would diminish under the influence of the blockade has proven false. It is relatively peaceful in the streets of Gaza City and the population has grown closer under the shared suffering. Last week, more than 200,000 people attended a Hamas demonstration in Gaza City. Despite all the trouble and suffering, many Gazans are proud of their determination to continue resisting Israel.

Gaza Shabab

The study, aptly named ‘Promise or Peril?’ was carried out by the Palestinian youth forum Sharek (Arabic for ‘to participate’) and focussed on young Palestinians between the age of 15 and 24. This demographic represents about 30 percent of the Palestinian population in the occupied territories. 

According to the researchers, young Palestinians may be among the most politicised people in the world. Each political party or movement has its own youth wing. And yet, nearly 70 percent of those interviewed said they were not politically active.   

Each generation faces its own challenges. Twenty years ago, young Chinese boldly challenged the Communist regime in Tiananmen Square in Beijing. Young Americans took part in mass protests against the Vietnam War and young South Africans founded the anti-apartheid movement.    

Intifada

After the foundation of Israel in 1948, young Palestinians laid the foundation for organised resistance. They formed militias and political parties, and were the driving force behind the first Intifada (uprising against Israeli rule in the Palestinian Territories) in 1987. Their rebellion forced Israel to sit down at the negotiating table, only to be followed by silence.

 The researchers say this may be explained by the stifling effect of the Israeli occupation, but do not shy away from self-criticism. The failure of the Oslo peace process and the return of the PLO from exile have paralysed the current generation of young Palestinians. The creation of the Palestinian Authority forced young people back into a hierarchical straightjacket.   

Checkpoints

This would explain why the role of young Palestinians in the second Intifada in 2000 was fundamentally different from the first. They were being replaced with armed militias and confrontations took place at checkpoints instead of in the community. Youth worker Tayseer Mohsein from Gaza characterises the second Intifida as an ‘explosion without direction’. “Most young Palestinians did not play an active role in the uprising.”

Sufian Mushasha, a Sharek team leader, says: “The leaders of this uprising ignored the young or used them as pawns in the armed struggle. Fighters who kill and are being killed replaced young people as the symbol of resistance”. Young people had no discernable influence on the policies of these resistance groups.

Disenchantment

The current generation of young Palestinians are turning their backs on politics. Disenchantment with national institutions and the impotence of Palestinian leaders are seen as contributing factors. The researchers say feelings of impotence have taken hold of a majority of young Palestinians.  

Palestinian society is permeated by corruption and ‘wasta’ (cronyism). To find a job, you need to bribe someone or know someone with good contacts. Even after crowning a good education with a cum laude graduation, you still need connections to find a job. The researchers write this undermines the value of a good education.

Glass of water

A graduate says: “After completing my studies I applied for a job at the education ministry. I received an email asking me: have you no wasta? You could not get a glass of water in this place without wasta”.

The researchers argue that many young Palestinians are being held hostage by poverty and unemployment. Particularly in the Gaza Strip, these two factors are held responsible for driving young people into the arms of armed groups. Although the finger is also being pointed at the Israeli occupation.

Crucial

The researchers call on young Palestinians to take matters into their own hands and to no longer wait for Fatah and Hamas to finally settle their differences. Nor should they wait for the moment the international community decides to increase pressure on Israel.

In the study’s postscript, the authors write that the creative potential of this group is as big as its potential for destruction and violence. Which is why it is crucial young Palestinians should get adequate means to develop in the right direction”.

►انتفاضة
 
بعد تأسيس إسرائيل في العام 1948، أرسى الشباب الفلسطيني أرضية المقاومة المنظمة. تم تشكيل ميليشيات عسكرية، وأحزاب سياسية، كما كان الشباب الفلسطيني هو القوة الدافعة خلف الانتفاضة الأولى في العام 1987. فبفضل هؤلاء الشباب وانتفاضتهم، اضطرت إسرائيل للجلوس إلى مائدة المفاوضات. ولكن الصمت خيم بعد ذلك

 
تعليل هذا الصمت يرجعه الباحثون إلى الواقع الخانق للاحتلال الإسرائيلي، ولكن هنالك أسبابا ذاتية أيضا. فانهيار عملية السلام وعودة كوادر منظمة التحرير الفلسطينية من المنفى في العام 1994 كان له شل فعالية الجيل الحالي إلى حد كبير، كما يشير البحث. كما أنه وعند تأسيس السلطة الفلسطينية وجد الشباب أنفسهم محشورين في ركن الهرمية العمرية

 
►نقاط تفتيش
 

لهذا كان دور الشباب في الانتفاضة الثانية في العام 2000 مغايرا تماما لدورهم في الانتفاضة الأولى، حيث حلت محلهم الميليشيات المسلحة، وصارت المواجهات تحدث عند المعابر ونقاط التفتيش، بدلا من أن تحدث داخل المناطق السكنية. يصف الباحث الاجتماعي تيسير محسن الانتفاضة الثانية بالقذيفة الطائشة. فالغالبية العظمى من الشباب لم تشارك في هذه الانتفاضة
 
“أهمل قادة الانتفاضة الثانية الشباب ودورهم، أو استخدموهم كقطع شطرنج في الصراع المسلح مع إسرائيل”، كما يقول سفيان مشعشع، احد قادة الفرق بمنظمة (شارك) ”لم يعد الشباب يمثلون رمز المقاومة، ولكنهم يمثلون مقاتلين يقتلون ويقتلون” داخل مجموعة المقاومة هذه ليس لدى الشباب تأثير يذكر على السياسات والخطط
 
►كوب ماء
 
“عندما انتهيت من الدراسة وقدمت طلبا للعمل في وزارة التربية والتعليم جاءني الرد في رسالة إلكتروني، وفيها السؤال الآتي: هل لديك واسطة؟ لا يمكنك الحصول على كوب من الماء دون واسطة”
 
 
حسب ما يراه الباحثون فإن الشباب الفلسطيني وقع رهينة للفقر والبطالة. ينضم الكثير من هؤلاء الشبان في قطاع غزة إلى الجماعات المسلحة هربا من واقعهم المرير. وهنا أيضا يوجه الباحثون إصبع الاتهام نحو الاحتلال الإسرائيلي

►فرص

ويناشد الباحثون الشباب الفلسطيني إيجاد حلول بأنفسهم وعدم الانتظار حتى تتوصل الأطراف الحزبية المتناحرة في حركتي حماس وفتح من رأب الصدع الفلسطيني الداخلي. كما لا ينبغي عليهم الانتظار أو تعويل الكثير على تكثيف ضغط المجتمع الدولي على الإسرائيليين
 
وفي خاتمة التقرير جاءت هذه التوصية “القدرة الخلاقة لهذه الفئة من الشعب الفلسطيني ليست واضحة بقدر إمكانيتها على ممارسة العنف، لذلك فمن الأهمية القصوى أن يحصل الشباب الفلسطيني على الفرص الكافية لكي يطور نفسه في الاتجاه الصحيح”

The Palestinian organisation Mercy Association for Children has already started construction work on two of the most ambitious projects in the Gaza Strip. In Gaza City, 14 construction workers are busy building a centre for disabled children and a mosque. They are being built out of clay, recycled plastic and rubble from the buildings destroyed by the Israeli army during the offensive.

Ruins
The clay for the bricks is simply dug out of the ground next to the construction site. The clay is mixed with water and straw and put into a mould. Project leader Maher Batroukh says,

“After drying for 10 days, the clay blocks are harder than concrete. The straw in clay bricks makes them flexible, which means that clay houses are far more stable than concrete houses during earthquakes.”

Construction workers don’t have to look far to find rubble. The area where the complex is being built is strewn with ruins. The rubble is being used for the foundations of both of the mosque and the children’s centre. So far, the ground and first floors have been completed and the domed ceilings are now under construction.

Three floors
Maher Batroukh is proud of the projects: “We’re the first people in Gaza to construct multi-storey buildings using this technique. Both buildings will both have three floors. This is the first time that I’ve ever used these techniques; normally I build houses from steel and concrete. Even if Israel were to suddenly open all the borders I’d still complete this project. They’re going to be beautiful buildings”.

Costs are estimated at 133,000 euros and the project, scheduled for completion in six months time, was funded by a Kuwaiti charity.

Smuggled goods
In Gaza markets, the price of concrete is seven times higher now than before war. Glass and steel are extremely expensive and both are difficult to find. A small amount of building material is smuggled in through the tunnels between Egypt and the Gaza Strip but it is not enough to satisfy demand.

The United Nations and aid organisations working in the Gaza Strip are keenly observing Mr Batroukh’s construction projects although the UN is not particularly enthusiastic about the new building method. Interim chief of the UN Relief and Works Agency (UNRWA) Aidan O’Leary says, “Despite the fact that it is an extremely old technique, it still needs to be tested”. Gaza’s Islamic University is currently conducting tests on the clay bricks.

Housing shortage
UNRWA’s Aidan O’Leary says, “Building houses from clay and rubble can play a small part in alleviating the chronic housing shortage but it’s certainly not the ideal solution. The question is of course whether Palestinians want to live in clay houses”.

However, while the boycott continues, Gazans do not have many options. Around 4000 houses were completely destroyed during the recent fighting and a further 40,000 damaged. Gaza residents cannot wait for tests on the clay bricks to be completed. They need houses now.

The transcripts of the soldiers’ statements were leaked to Israeli newspaper Haaretz, where excerpts of the text were published. The conclusion that the soldiers were permitted to shoot at anything that moved, including civilians, has sparked an outcry.

The soldiers’ confessions echo the eyewitness accounts I heard from Palestinians shortly after the Gaza offensive. Many of those accounts have not yet been published because they could not be verified by other sources. They were often so incredibly horrific that a journalist was powerless to act on them without independent corroboration.

Khalid’s story
For example, shortly after the conflict I came across Khalid Abed Rabbo, a policeman from Gaza City. He was in tears, sitting among the ruins of his apartment block on the edge of the Jabaliya refugee camp. Khalid explained that, on 7 January, his home was at the centre of the conflict in the Gaza Strip. Israeli tanks had surrounded the neighbourhood following heavy fighting with Hamas gunmen.

Through a megaphone, Israeli soldiers ordered the Rabbo family to come outside. Khalid then described how two of his daughters, seven-year-old Souad and two-year-old Amal, were gunned down in cold blood by an Israeli soldier. His third daughter Samar, aged four, was critically injured and taken to hospital. To my enormous frustration, I was unable to use the story, due to a lack of independent sources. At the time, it was unthinkable that similar accounts would emerge from the mouths of Israeli soldiers themselves.

Eyewitness accounts
The soldiers’ eyewitness accounts conjure up images that Israel would rather not see: images of Israeli soldiers treating the people of the Gaza Strip like animals and deliberately destroying their possessions. “The lives of the Palestinians were much less important than the lives of our soldiers,” declared one soldier at the meeting.

During the 22-day offensive in the Gaza Strip, over 1,300 Palestinians died, many of them civilians. The death toll on the side of the Israelis was 13. The military protocol on shooting civilians was vaguely worded and even those rules were not complied with. Particularly during house-to-house combat, shots rang out without warning. “Doors were kicked in and we immediately started firing, floor after floor,” recounted one of the servicemen.

Cold-blooded murder
Khalid’s story from Jabaliya is nowhere to be found in the accounts of the soldiers. But they do reveal a number of other specific abuses. One soldier tells how a member of his platoon was given the order to shoot an elderly Palestinian woman. “It was cold-blooded murder,” he says.

Another soldier tells of an incident in which a woman and her two children were killed by an Israeli sniper. “We had occupied a house while the Palestinian family was still inside. They were locked in a room. When another platoon arrived, we wanted to leave. A sniper post was set up on the roof,” the soldier explained.

“When the family was released, the platoon commander ordered them to go right on leaving the house. One of the mothers misunderstood and turned left with her two children. No one had informed the sniper on the roof about the release and he did what he was ordered to do … he shot and killed the woman and the children.”

Vandalism
Large-scale vandalism also features in the testimonies of the soldiers who fought in the Gaza Strip. The outskirts of the Jabaliya refugee camp and the town of Beit Hanoun were particularly badly hit. If a house was spared at all, its contents were thrown out into the street. In the border region between Israel and the Gaza Strip, almost all of the buildings in industrial zones were destroyed.

Investigation
In response to the soldiers’ revelations, Israeli Defence Minister Ehud Barak expressed his confidence in the investigation that the army has launched into the offensive. So far, that investigation has produced nothing in the way of results. The Israeli government’s viewpoint is that Hamas is ultimately responsible for the civilian deaths because its militants were operating in densely populated areas of the Gaza Strip. “We have the most moral army in the world,” insisted Mr. Barak in an interview with Israeli radio.

شهادات

شهادات الجنود تعطي الانطباع أن إسرائيل لا تريد أن تعرف ما حصل، وهو أن جنودها عاملوا سكان قطاع غزة معاملة غير إنسانية وبوحشية، كما دمروا ممتلكاتهم الخاصة. “لقد كانت حياة الفلسطيني اقل قيمة بكثير من حياتنا”، هكذا قال احد الجنود في اللقاء

أثناء الحرب التي دامت 22 يوما قتل في غزة أكثر من 1300 فلسطيني ومن ضمنهم مدنيون. أما من الجانب الإسرائيلي فقد قتل 13 شخصا. الأوامر العسكرية في ما يتعلق بإطلاق النار على المدنيين كانت مكتوبة بطريقة مبهمة كما انه لم يتم مراقبة تطبيقها أيضا، خاصة أثناء القتال داخل الشوارع، كان يتم إطلاق النار من دون إصدار أي تحذير. “الأبواب كانت تخلع، وتطلق النار فورا على من في الداخل، وفي طوابق البناية” على حد قول الجنود

حوادث

الواقعة التي حصلت مع عائلة عبد ربه في جباليا لا يمكن استقصاؤها من شهادات الجنود الإسرائيليين، غير أنها قد فتحت الباب واسعا للتحقيق في عدد محدد من جرائم أخرى حصلت. كما اخبر جندي أن احد جنود فرقته تلقى الأمر بإطلاق النار على امرأة عجوز فلسطينية وقتلها. “لقد كانت جريمة قتل بدم بارد” يقول الجندي

ويخبر جندي إسرائيلي آخر عن قتل قناص إسرائيلي لامرأة وولديها ويقول “لقد اقتحمنا منزلا وكانت العائلة الفلسطينية لازالت في الداخل، وتم جمع أفراد العائلة في غرفة. وعندما جاءت فرقة عسكرية إسرائيلية أخرى، أردنا إخلاء المنزل، اخبرنا مركز القناصة الموجود على السطح بذلك”

ويتابع الجندي الإسرائيلي القول “عندما أطلق سراح العائلة الفلسطينية أمرهم قائد الفرقة العسكرية بان يذهبوا من الجهة اليمنى للمنزل. إحدى الأمهات فهمت الأمر خطأ واتجهت مع ولديها إلى الجهة اليسرى، ولم يبلغ احد القناص الموجود على السطح بذلك وقام بعمله المطلوب منه وهو الانصياع للأوامر المعطاة له وأطلق النار على ألام وولديها على حد قول الجندي

التخريب المتعمد

في شهادة الجنود الإسرائيليين اعترافات العديد منهم بحصول تخريب متعمد للممتلكات في قطاع غزة. وعلى الأخص في أطراف مخيم جباليا وبيت حانون. مثلا كان يتم رمي محتويات المنزل إلى الخارج في حال سلم البيت من التدمير. وفي المنطقة الفاصلة بين اسرائيل والقطاع تم تدمير معظم المباني في المنطقة الصناعية

في ردة فعل على كشف النقاب عن شهادات الجنود، أعرب وزير الدفاع الإسرائيلي ايهود باراك عن ثقته بالتحقيق الذي يقوم به الجيش الإسرائيلي حول حرب غزة.يذكر أن التحقيق لم يقدم شيئا لغاية الآن. وتعتبر الحكومة الإسرائيلية أن حماس هي المسؤولة عن مقتل المدنيين الفلسطينيين، لأن مقاتلي حماس نشطوا في أماكن مكتظة بالسكان في قطاع غزة. “نحن لدينا الجيش الأكثر التزاما بالأخلاق في العالم” كما قال باراك للإذاعة الإسرائيلية

De verhalen van de soldaten sluiten aan bij de getuigenissen van Palestijnen die ik vlak na de oorlog in de Gazastrook heb opgetekend. Veel van die verhalen zijn niet gepubliceerd omdat ze niet met meerdere bronnen waren te verifiëren. Vaak waren de verhalen in hun gruwelijkheid zo ongeloofwaardig dat je als journalist met lege handen stond zonder onafhankelijke bevestiging.

Oorlogsverhalen

Zo stuitte ik vlak na de oorlog op Khalid Abed Rabbo, een politieman uit Gaza-stad. Hij zat op de ruïne van zijn appartementencomplex aan de rand van het vluchtelingenkamp Jabaliya te huilen. Op 7 januari was de omgeving van zijn huis het middelpunt van de oorlog in de Gazastrook, zo vertelde Khalid. Israëlische tanks hadden zijn wijk omsingeld na hevige gevechten met Hamas-strijders.

Met een megafoon kreeg de familie Rabbo van de soldaten de opdracht om naar buiten te komen. Khalid vertelde vervolgens hoe twee van zijn dochtertjes, Amal(2) en Souad(7) in koele bloeden werden doodgeschoten door een Israëlische soldaat. Een derde dochter, de vier-jarige Samar, zou in kritieke toestand in het ziekenhuis liggen. Tot mijn grote frustratie heb ik dit verhaal laten liggen, bij gebrek aan onafhankelijke bronnen. Dat de soldaten ooit zelf met dergelijke getuigenissen naar buiten zouden komen was toen nog ondenkbaar.

Getuigenissen

De getuigenissen van de soldaten schetsen een beeld dat Israël niet graag onder ogen ziet: Israëlische soldaten hebben de inwoners van de Gazastrook als beesten behandeld en persoonlijke bezittingen zijn met opzet vernield. “Het leven van een Palestijn was vele malen minder waard dan het leven van ons”, zo verklaarde een van de soldaten tijdens de reünie.

Tijdens de 22-dagen durende oorlog in de Gazastrook kwamen meer dan 1300 Palestijnen om het leven, onder wie veel burgers. Aan Israëlische zijde vielen 13 slachtoffers.

De militaire voorschriften als het ging om schieten op burgers waren vaag geformuleerd en werden bovendien niet nageleefd. Vooral bij straatgevechten werd zonder waarschuwing geschoten. “Deuren werden intrapt en er werd direct naar binnen geschoten, verdieping na verdieping”, aldus een van de militairen.

Incidenten

Het incident in Jabaliya is niet terug te vinden in de getuigenissen van de soldaten. Wel werd er een boekje opengedaan over een aantal andere specifieke misdaden. Zo vertelde een van de soldaten dat een lid van zijn peloton het bevel kreeg om een oudere Palestijnse vrouw dood te schieten. “Het was een koelbloedige moord”, aldus de soldaat.

Een andere militair vertelt over een incident waarbij een vrouw en haar twee kinderen werden doodgeschoten door een Israëlische sluipschutter. “We hadden een huis bezet, terwijl de Palestijnse familie nog binnen was. Ze werden opgesloten in een kamer. Toen een ander peloton arriveerde wilde we het huis verlaten. Een scherpschutterpost werd ingericht op het dak van het huis”, zo vertelde de soldaat.

“Toen de familie werd vrijgelaten gaf de commandant van het peloton hen de opdracht het huis aan de rechterkant te verlaten. Een van de moeders begreep dit verkeerd en liep samen met haar twee kinderen naar links. De scherpschutter op het dak was men vergeten in te lichten over de vrijlating en hij deed wat hem was opgedragen…hij gaf gehoor aan zijn orders en schoot de vrouw en de kinderen dood”, aldus de soldaat.

Vandalisme

In de getuigenissen bekennen de soldaten verder dat er op grote schaal vandalisme is gepleegd in de Gazastrook. Vooral de randen van het vluchtelingen kamp Jabaliya en de plaats Beit Hanoun zijn zwaar getroffen. Zo werd huisraad uit woningen naar buiten gegooid, als het huis al gespaard werd. In het grensgebied tussen Israël en de Gazastrook zijn ook vrijwel alle gebouwen op bedrijfsterrein verwoest.

Onderzoek

In een reactie op de onthullingen van de soldaten sprak Defensie-minister Barak zijn vertrouwen uit in het eigen onderzoek dat het leger heeft ingesteld naar het offensief. Dat onderzoek heeft tot dusver nog niets opgeleverd. Volgens de Israëlische regering is Hamas uiteindelijk verantwoordelijk voor de burgerdoden, omdat de militanten opereerden in dichtbevolkte gebieden van de Gazastrook. “Wij hebben het meest ethisch verantwoorde leger ter wereld”, zo zei Barak tegenover de Israëlische radio.
