Gaza Shabab

The study, aptly named ‘Promise or Peril?’ was carried out by the Palestinian youth forum Sharek (Arabic for ‘to participate’) and focussed on young Palestinians between the age of 15 and 24. This demographic represents about 30 percent of the Palestinian population in the occupied territories. 

According to the researchers, young Palestinians may be among the most politicised people in the world. Each political party or movement has its own youth wing. And yet, nearly 70 percent of those interviewed said they were not politically active.   

Each generation faces its own challenges. Twenty years ago, young Chinese boldly challenged the Communist regime in Tiananmen Square in Beijing. Young Americans took part in mass protests against the Vietnam War and young South Africans founded the anti-apartheid movement.    

Intifada

After the foundation of Israel in 1948, young Palestinians laid the foundation for organised resistance. They formed militias and political parties, and were the driving force behind the first Intifada (uprising against Israeli rule in the Palestinian Territories) in 1987. Their rebellion forced Israel to sit down at the negotiating table, only to be followed by silence.

 The researchers say this may be explained by the stifling effect of the Israeli occupation, but do not shy away from self-criticism. The failure of the Oslo peace process and the return of the PLO from exile have paralysed the current generation of young Palestinians. The creation of the Palestinian Authority forced young people back into a hierarchical straightjacket.   

Checkpoints

This would explain why the role of young Palestinians in the second Intifada in 2000 was fundamentally different from the first. They were being replaced with armed militias and confrontations took place at checkpoints instead of in the community. Youth worker Tayseer Mohsein from Gaza characterises the second Intifida as an ‘explosion without direction’. “Most young Palestinians did not play an active role in the uprising.”

Sufian Mushasha, a Sharek team leader, says: “The leaders of this uprising ignored the young or used them as pawns in the armed struggle. Fighters who kill and are being killed replaced young people as the symbol of resistance”. Young people had no discernable influence on the policies of these resistance groups.

Disenchantment

The current generation of young Palestinians are turning their backs on politics. Disenchantment with national institutions and the impotence of Palestinian leaders are seen as contributing factors. The researchers say feelings of impotence have taken hold of a majority of young Palestinians.  

Palestinian society is permeated by corruption and ‘wasta’ (cronyism). To find a job, you need to bribe someone or know someone with good contacts. Even after crowning a good education with a cum laude graduation, you still need connections to find a job. The researchers write this undermines the value of a good education.

Glass of water

A graduate says: “After completing my studies I applied for a job at the education ministry. I received an email asking me: have you no wasta? You could not get a glass of water in this place without wasta”.

The researchers argue that many young Palestinians are being held hostage by poverty and unemployment. Particularly in the Gaza Strip, these two factors are held responsible for driving young people into the arms of armed groups. Although the finger is also being pointed at the Israeli occupation.

Crucial

The researchers call on young Palestinians to take matters into their own hands and to no longer wait for Fatah and Hamas to finally settle their differences. Nor should they wait for the moment the international community decides to increase pressure on Israel.

In the study’s postscript, the authors write that the creative potential of this group is as big as its potential for destruction and violence. Which is why it is crucial young Palestinians should get adequate means to develop in the right direction”.

بعد تأسيس إسرائيل في العام 1948، أرسى الشباب الفلسطيني أرضية المقاومة المنظمة. تم تشكيل ميليشيات عسكرية، وأحزاب سياسية، كما كان الشباب الفلسطيني هو القوة الدافعة خلف الانتفاضة الأولى في العام 1987. فبفضل هؤلاء الشباب وانتفاضتهم، اضطرت إسرائيل للجلوس إلى مائدة المفاوضات. ولكن الصمت خيم بعد ذلك

 
تعليل هذا الصمت يرجعه الباحثون إلى الواقع الخانق للاحتلال الإسرائيلي، ولكن هنالك أسبابا ذاتية أيضا. فانهيار عملية السلام وعودة كوادر منظمة التحرير الفلسطينية من المنفى في العام 1994 كان له شل فعالية الجيل الحالي إلى حد كبير، كما يشير البحث. كما أنه وعند تأسيس السلطة الفلسطينية وجد الشباب أنفسهم محشورين في ركن الهرمية العمرية

لهذا كان دور الشباب في الانتفاضة الثانية في العام 2000 مغايرا تماما لدورهم في الانتفاضة الأولى، حيث حلت محلهم الميليشيات المسلحة، وصارت المواجهات تحدث عند المعابر ونقاط التفتيش، بدلا من أن تحدث داخل المناطق السكنية. يصف الباحث الاجتماعي تيسير محسن الانتفاضة الثانية بالقذيفة الطائشة. فالغالبية العظمى من الشباب لم تشارك في هذه الانتفاضة

حسب ما يراه الباحثون فإن الشباب الفلسطيني وقع رهينة للفقر والبطالة. ينضم الكثير من هؤلاء الشبان في قطاع غزة إلى الجماعات المسلحة هربا من واقعهم المرير. وهنا أيضا يوجه الباحثون إصبع الاتهام نحو الاحتلال الإسرائيلي

ويناشد الباحثون الشباب الفلسطيني إيجاد حلول بأنفسهم وعدم الانتظار حتى تتوصل الأطراف الحزبية المتناحرة في حركتي حماس وفتح من رأب الصدع الفلسطيني الداخلي. كما لا ينبغي عليهم الانتظار أو تعويل الكثير على تكثيف ضغط المجتمع الدولي على الإسرائيليين
 
وفي خاتمة التقرير جاءت هذه التوصية “القدرة الخلاقة لهذه الفئة من الشعب الفلسطيني ليست واضحة بقدر إمكانيتها على ممارسة العنف، لذلك فمن الأهمية القصوى أن يحصل الشباب الفلسطيني على الفرص الكافية لكي يطور نفسه في الاتجاه الصحيح”

Unprecedented

First we heard PLO official and former PA minister Dr. Sufian Abu Zaida say this on Sunday:

“I give up the Palestinian state. I want one state. I’m ready to sign a one state and don’t want two states. If there won’t be a Palestinian state, it will be like South Africa here.”

And today chief negotiator Saeb Erekat hinted toward the same message:

“If God – like in Netanyahu’s terms – would be a land broker, and if they want to kill the two state solution, then maybe this is the moment of truth for the Palestinian leadership, for Abu Mazen, to tell his people the truth, that with continuation of settlement activity, the two state solution is no longer an option.”

The PA's headache

He continued by saying that the Palestinians might just as well focus their attention on creating a country where Muslims, Jews and Christians can live as equals. Dr. Erekat called upon Netanyahu to close his eyes and walk him through the year 2030.

“What does he see in the land from the Jordan River to the Mediterranean sea. We’re going to stay here. We have no option but to stay in this land.”

Update: Even the Financial Times is saying it, the two-state-solution is over.

Mr Abbas’s position has been steadily eroded over time because he has absolutely nothing to show for his years of pursuing a peace strategy based on a negotiated settlement – except for expanded Israeli settlements on occupied Palestinian land.

If a figure such as Mr Abbas cannot survive in the present climate, then he is likely to be replaced by a far more radical and uncompromising leadership. No Palestinian leader can or will negotiate while Israeli colonisation of the West Bank continues. Mr Netanyahu’s refusal to call a halt to expanding settlements means in effect there will be no two-state solution.

If that is so, then the prospect is for a long and bitter fight for equal rights within one state. That would spell the end of Israel as a democratic Jewish state. It would come to resemble in many ways the struggle against apartheid in South Africa. If Mr Netanyahu believes that he has achieved a victory by refusing to halt the settlements, he is wrong. It is more like a project of national suicide.

Uri Davis was elected to the Revolutionary Council in 31st place from a field of 600 – testimony, he says, to the open and liberal nature of the Fatah movement, describing it as:

“A non-ethnic movement where membership depends on agreement with the political programme, regardless of linguistic background, confessional background, citizenship background or any other distinction”.

A lesson learned
Davis was born into a Jewish family, with a British father and a Czech mother. His mother’s family died in the gas chambers of Auschwitz – a familiar story in Israel. But while the vast majority of Jews believe this means they must guarantee their security from persecution, the lesson Davis learned was different.

“I was educated by my parents not to generalise. Any sentence beginning “all Jews, all Arabs, all Germans, all Britons” is a false sentence. My mother would not say that THE Germans killed her family, a specific group of Nazis killed her family”.

Spiritual Zionist
He is 66 now, but that warning from his parents still informs Davis’ life and work. He is careful how he describes himself and with his definition of what he calls his own “anti-Zionism”. What he opposes is the “political Zionism” of Israel’s founders, something that amounts, he says, to a land grab based on ethnic cleansing. The philosophy he believes in is the “spiritual Zionism” of a number of Jewish thinkers who believed Palestine should become a spiritual centre that would support the Jewish diaspora.

Justice, not vengeance
Davis spent many years away from Israel, returning after the signing of the Oslo accords in the mid 1990’s and has struggled, since then, to persuade others of the importance of the lesson he learnt from his parents about the dangers of generalising.

“The difficulty for people like myself, human rights defenders working at the Hebrew-Arab interface, is to convince the mainstream of the Hebrew society in Israel that the mainstream of the Palestinian – Arab society both inside and outside Israel, is not seeking vengeance, it is seeking justice”.

Support for the wall by the Israeli people is greater than ever. In Jerusalem in particular, many Israelis think the wall has proven to be an effective barrier against attacks. Since it was built there have been no large suicide attacks by Palestinians from the West Bank.

Slipping in unnoticed
The question is in how much the barrier has contributed. The wall is planned to be 750 kilometres long in total, but to date only 60 percent of it is complete. In the south of the West Bank, it is quite easy to slip into Israel unnoticed.

Nevertheless, the wall has proven its worth, thinks Dr. Jonathan Fine, analyst at the Institute for Counter-Terrorism in Herzliya.

“The wall was one element out of several elements used to try to stop the intrusion of the suicide-bombers. In the beginning, the massive intrusion of the suicide-bombers came from the West Bank. The moment the wall was constructed on the north-western side of the West Bank, the statistics showed a drastic drop in the number of suicide-bombers who came in.”

Dr. Fine recognises that the southern part of the West Bank is not hermetically closed, but he doesn’t think that matters. “Most of the suicide terrorists came from cities such as Nablus and Jenin, in the north of the West Bank. Checkpoints ensure that they cannot travel south.”

The fact that by building the wall Israel has taken a lot of Palestinian land is their own fault, thinks Dr. Fine. “If they hadn’t sent suicide terrorists, the wall would not have been necessary.”

Families separated
Only 14 percent of the total route of the wall actually stands on the internationally recognised border as it was before the 1967 war. In many places it cuts deep into the West Bank for a number of kilometres. A strict and bureaucratic licensing system makes sure most Palestinians do not have access to the areas behind the wall. This negatively affects the lives of at least 700,000 Palestinians. Families are separated, farmers are cut off from their fields and children are kept away from their schools.

Around 125,000 Palestinians are surrounded on three sides and 35,000 are completely cut off in enclaves.

“Israel is creating ghettos”, says a Palestinian petrol pump owner in East Jerusalem. His petrol station is right next to the wall which separates the Palestinian East Jerusalem from the West Bank. He has lost two thirds of his income because of the wall.
 

“All walls fall”
Many Palestinians shrug their shoulders at the International Court of Justice’s ruling. In their eyes it has had no effect. Nevertheless the ruling is very important, thinks spokesperson for aid agency Oxfam, Michael Bailey.

“The ruling pointed out to the international community that it had a responsibility not to recognise the wall.”

Both Mr Bailey and Dr. Fine are convinced the wall will not last for long.

“What is being built now can be broken down just as quickly,” says Dr Fine. “People have built walls throughout history. All walls fall in the end. As soon as a peace agreement is signed, this wall, too, will lose its value.”

On friday after the end of afternoon prayers, Ramallah’s central square begins to fill with people demonstrating against the Israeli offensive in the Gaza Strip. The crowd chants Palestinian songs and slogans. “In the name of God, we are all Palestinian. Death to Israel.”

Suddenly panic breaks out and people begin to run. Tear-gas hovers above the central square as Palestinian Authority security forces arrest demonstrators. Someone was said to have been waving a Hamas flag. The Palestinian Authority does not tolerate the display of Hamas signals or the shouting of pro-Hamas slogans.

Loss of authority
President Abbas has asked the security forces to disperse demonstrations as soon as possible. The square is cleared within an hour. The demonstrators were ordered to clear the streets so as not to disrupt traffic. Lena, who lives in Ramallah, says: “Abbas wants to show people that he is still in charge. As far as I am concerned, he has already lost all of his authority with his feeble reaction to the war in Gaza.”

The popularity of Hamas in the West Bank has soared to new heights following the Israeli offensive in the Gaza Strip. Which means a loss of support for the rival Palestinian Authority. Lena complains: “There is a feeling of unity amongst Palestinians. But you are not allowed to show it by encouraging Hamas. Abbas only talks, but does not take any initiative. Hamas is now the leading party in opposition to Israel.”

Impossible position
The Palestinian president is trapped in an impossible position. Israel and the United States present him as the moderate leader of a future Palestinian state. An agreement to this effect would have stopped Hamas in its tracks. However, the failure of the last round of negotiations two years ago has left Abbas empty handed. The Palestinian president was elected to a four-year term in 2005. His term officially ended on the 9th of January, but he refuses to leave and says he will remain until 2010.

A large tent at the corner of Ramallah’s central square is overflowing with food and blankets. Here relief supplies are being collected which the United Nations will take to Gaza. It is a spontaneous initiative of Ramallah residents, not the Palestinian Authority.

The Palestinian Authority started its own collection a few days ago. The tent is a short distance away – but hardly anyone donates supplies. A volunteer from Ramallah says: “They copied our initiative. But they are too late. Much too late. The Palestinian Authority made a big mistake at the start of the offensive. All support for Gaza was considered support for Hamas. That’s not how people see things. Abbas should have understood that all Palestinians suffer from the Israeli occupation.”

The volunteer, who is piling up boxes in the tent says: “I am not a Hamas supporter. On the contrary. Still, I support my brothers in Gaza.”

Abbas blames Hamas
Abbas placed all the blame on Hamas directly after the start of the Gaza offensive. He thought that if Hamas had extended the cease-fire which was officially in force until a couple of weeks ago, the Israelis would have had no excuse to begin the offensive. Abbas said shortly after the start of the Israeli bombardments: “I specifically warned them a number of times.”

But many Palestinians do not agree and are blaming Abbas for not taking a stand in support of the people in the Gaza Strip. They see the Israeli occupation as the one and only reason for the war in Gaza.

Rami, de linker verdediger van het Palestijnse elftal knielt voor de wedstrijd op het kunstgras om te bidden tot Allah. “In mijn normale leven werk ik bij een bank in Ramallah. Spelen voor Palestina op eigen terrein is voor mij het mooiste wat er is.”

Het Palestijnse team werd 10 jaar geleden officieel erkent door de FIFA als nationaal elftal. Daarmee werd Palestina het enige nationale team ter wereld zonder eigen staat. De thuiswedstrijden werden gespeeld in Jordanië en in het Golfstaatje Qatar. Die wedstrijden gaven een troosteloze aanblik omdat slechts een handjevol supporters kwam kijken. “Ik speelde daarom liever uitwedstrijden” zegt Rami.

Nu staat hij op het veld van het geheel nieuwe Ram Stadion aan de rand van het bezette Oost-Jeruzalem, letterlijk op steenworp afstand van de scheidingsmuur. Op zijn voorhoofd zijn kleine stukjes rubber van het kunstgras blijven plakken door het bidden. Als een professional staat hij op het veld de internationale pers te woord.

“Dit is een historische wedstrijd voor ons. De meeste Palestijnen lijden een zwaar leven onder de Israëlische bezetting. Het team gaat vanavond proberen om alle supporters even die ellende te doen vergeten.” Op de overvolle tribunes zitten 7.000 uitzinnige Palestijnen. Bij deze eerste wedstrijd mochten ze gratis naar binnen.

Het stadion is gecertificeerd door de wereldvoetbalbond FIFA. Voor de officiële opening is zelfs FIFA-voorzitter Sepp Blatter ingevlogen. Als een ware volksheld, omgeven door fotografen, maakt hij voor aanvang van de wedstrijd een ereronde over het veld. Zelfs vanaf de daken van omliggende gebouwen wordt hij toegejuicht. “Dit stadion is een zege voor het Palestijnse voetbal”, zei Blatter.

Als het Palestijnse volkslied door de speakers schalt steken 7.000 man hun arm in de lucht om met twee vingers het vredesteken te maken. “Salaam, Salaam, vrede, vrede”, roepen de supporters. Ook wordt de naam van Arafat gescandeerd, wiens afbeelding op een groot doek aan het dak van het stadion hangt.

Het Palestijnse team is een samenraapsel van amateur-voetballers die door de Palestijnse diaspora van heinde en ver moeten komen. Een van hen woont in Chili en spreekt geen woord Arabisch. Toch hebben spelers uit de Palestijnse gebieden vaak de meeste moeite om zich bij het team aan te sluiten. Drie spelers uit de Gazastrook kregen geen toestemming van Israël om af te reizen naar de Westoever. Alleen steraanvaller Ahmed Kashkash kreeg de benodigde papieren.

Het team staat 180ste op de wereldranglijst, veel lager dan de Jordaniërs. Toch is het Palestina dat al na vijf minuten de score opent. Door een fout in de verdediging kan spits Kashkash uit Gaza langs de keeper van Jordanië schieten. Het eerste internationale doelpunt op Palestijns grondgebied is gescoord. Het kleine stadion ontploft. Politiek geladen spreekkoren schallen vanaf de tribunes. “Jeruzalem, een Arabische stad! Met onze ziel, met ons bloed. Wij houden van Palestina!”

Op de eretribune zitten twee Nederlandse mannen in pak naar de wedstrijd te kijken. Ze zijn van Greenfields, het Nederlandse bedrijf dat het kunstgrasveld heeft aangelegd. “De bal rolt goed. Ik heb nog geen klachten gehoord van de spelers”, lacht Rob Venneker van Greenfields. Het bedrijf is gespecialiseerd in het aanleggen van kunstgrasvelden in ontwikkelingslanden. Venneker is trots op zijn creatie. “Het is prachtig om te zien hoe een voetbalveld mensen hoop kan geven en hoe het de jeugd kan inspireren. Zeker als je ziet wat hier in het verleden gebeurd is en nog steeds gebeurt. Ik hoop dat het positieve van dit veld zal overslaan naar de politiek in dit gebied.”

“Het zou mooi zijn als de Palestijnen ooit een keer op dit veld tegen Israël zouden spelen. Het is een droom, maar misschien komt het ooit nog eens uit”, zegt Joop van Krimpen van Greensfields.

Na de rust scoort Jordanië de gelijkmaker, maar het enthousiasme van de supporters wordt er niet minder om. Het resultaat van de wedstrijd is niet belangrijk. Waar het om gaat is dat Palestina is erkend door de rest van de wereld, al is het slechts op sportief vlak. Het stadion loopt leeg en de menigte sluit zich aan in de file voor het eerste Israëlische checkpoint richting huis.

The incident is typical of the problems faced by the Palestinian police force. Israel does not allow Palestinian police officers to cross their checkpoints in uniform or carrying weapons. The arrestee was not wearing handcuffs, because there are only 70 pairs of handcuffs available to 7,000 Palestinian police officers.

Chaos
With insufficient equipment and poorly trained staff, the Palestinian police are trying to maintain law and order in the chaos of the West Bank. The police are only allowed to operate in certain parts of the region, and when it comes down to it the Israeli army is ultimately the boss. Naturally, this undermines the authority of the police among the Palestinian people.

This is the police force which is supposed to take over, should Israel ever decide to withdraw from the Palestinian territories. To help it prepare, the European Union has set aside around 150 million euro’s to build up the Palestinian police force. The money has been used to set up the mission EU Pol Copps (EU Police Co-ordinating Office for Palestinian Police Support). More than 50 police officers from 18 different EU countries have been given the task of preparing the Palestinian police to stand on their own two feet.

Optimism
Briton Colin Smith heads the EU mission. He is proud of what his men have a achieved up to now. “We moved on quite a bit compared to six months ago,” he says from his crammed EU mission headquarters in Ramallah. Mr Smith used to be responsible for building up the Iraqi and Afghan police forces and puts his current optimism down to his previous experiences: “After what I had to deal with in Baghdad, you just have to be optimistic here.”

He says security on the streets has improved drastically in the last two years. Nevertheless, a lot goes wrong on the West Bank. Israel holds back supplies of police equipment, and in spite of all the money that has been promised, only a fraction has got through to the region. The money is urgently needed, mainly for more police stations. During the Second Intifada, the Israeli Airforce shot 46 police posts to pieces. In addition, there is a lack of cars, telephones, faxes and radios.

Recruits
One of the EU mission’s main tasks is the training of new Palestinian recruits. Mr Smith says around 2,000 extra police officers are needed to properly police the 2.5 million Palestinians on the West Bank. The recruits are trained by European experts in the police academy in Jericho. The courses are taken straight from European police handbooks.

The EU mission is currently reviewing the whole legal system on the West Bank. It has also started setting up a forensic department.

“The Palestinians capacity to investigate crime is minimal at the moment,” says Lucien Vermeir from Belgium, the EU mission’s second-in-command. He expects the Palestinian police force to operate at a reasonable level within a year. Mr Vermeir doubts whether Israel will ever withdraw from the West Bank. “The country is strongly anchored in the region. I don’t think that will change, or that anyone is working towards it.”

Keeping the peace
At the Palestinian police headquarters in Ramallah, police commissioner Yousef Asrel has plenty to complain about: “Twenty-eight European member states each have their own view on how to help, which slows the process down considerably. I’m still waiting for more police cars. There are only 50 and we need 150 in Ramallah alone.”

Naturally Mr Asrel says his men can keep the peace on the West Bank, if Israel were to withdraw.
“We have been ready for years, but they aren’t going to leave. There is nothing to say they will.”

Het incident is tekenend voor de problemen waarmee de Palestijnse politiemacht kampt. De agenten mogen van Israël niet met wapens of in uniform door de checkpoints. De arrestant droeg geen handboeien want voor de 7000 Palestijnse agenten zijn maar 70 paar handboeien beschikbaar.

Met een slechte uitrusting en nauwelijks opgeleid personeel probeert de Palestijnse politie orde te scheppen in de chaos van de Westelijke Jordaanoever. De politie mag slechts in bepaalde delen van het gebied optreden, en als het erop aankomt is het Israëlische leger uiteindelijk de baas. Uiteraard ondermijnt dat de autoriteit van de politie onder de Palestijnse bevolking.

Dit is de politiemacht die klaar moet staan, mocht Israël ooit besluiten om zich terug te trekken uit het gebied. Om ze hierop voor te bereiden heeft Europese Unie de helpende hand uitgestoken.

In 2006 werd door Brussel zo’n 150 miljoen euro beschikbaar gesteld voor de opbouw van het Palestijnse politieapparaat. Met dat geld is de missie EU Pol Copps (EU Police Co-ordinating Office for Palestinian Police Support) in het leven geroepen. Ruim 50 politieagenten uit 18 verschillende Europese landen hebben de taak het Palestijnse politieapparaat klaar te stomen om op eigen benen te kunnen staan. Een ingewikkeld en moeizaam proces gezien de omstandigheden op de Westoever.

De Brit Colin Smith is het hoofd van de EU-missie. Hij is trots op wat zijn mannen tot nu toe hebben bereikt. “We zijn een stuk verder dan 6 maanden geleden”, zegt hij vanuit het overvolle hoofdkwartier van de EU-missie in Ramallah. Smith was eerder verantwoordelijk voor de opbouw van het Irakese en Afghaanse politieapparaat en dankt daaraan zijn optimisme over zijn huidige missie. “Na wat ik aantrof in Bagdad, moet je hier wel optimistisch zijn”, zegt Smith.

Toch gaat er nog van alles fout op de Westoever. Israël houdt leveringen tegen van politiemateriaal en ondanks al het beloofde geld is tot nu toe slechts een fractie daarvan op de Westelijke Jordaanoever terechtgekomen. Dat geld is dringend nodig, vooral voor extra politiekantoren. Tijdens de tweede intifada heeft de Israëlische luchtmacht 46 politieposten kapotgeschoten. Daarnaast is er gebrek aan auto’s, telefoons, faxen en radio’s.

Een van de belangrijkste taken van de EU-missie is de training van nieuwe Palestijnse rekruten. Volgens Smith zijn er zo’n 2000 extra agenten nodig om de 2,5 miljoen Palestijnen op de Westoever van een goedwerkend politieapparaat te voorzien. De rekruten worden door Europese experts opgeleid in het politiecentrum in Jericho. De lessen komen rechtstreeks uit Europese politiehandboeken.

De EU-missie houdt momenteel ook het hele juridische stelsel op de Westoever tegen het licht. Daarnaast is men begonnen met het opzetten van een forensische dienst. “De recherchecapaciteit van de Palestijnen is momenteel te verwaarlozen”, zegt Lucien Vermeir uit België, de tweede man van de EU-missie. Hij verwacht dat de Palestijnse politie binnen een jaar op redelijk niveau zal kunnen presteren. Vermeir betwijfelt of Israël zich ooit zal terugtrekken uit de Westoever. “Het land is zo sterk verankerd in het gebied en ik heb niet de indruk dat dat verandert, of dat men daartoe een inspanning levert”, aldus Vermeir.

Op het hoofdkantoor van de Palestijnse politie in Ramallah heeft commissaris Yousef Asrel van alles aan te merken op de hulp die hij krijgt van Europa. “De EU-politie zou veel meer kunnen doen. Bovendien hebben all 28 Europese lidstaten allemaal een andere kijk op de hulpverlening. Dat vertraagd enorm”, zo klaagt Asrel. “Ik zit nog steeds op extra politieauto’s te wachten. Slechts 50 heb ik er, maar alleen al in Ramallah zijn re 150 auto’s nodig.”

Uiteraard beweert Arsel dat zijn mannen toch genoeg armslag hebben om de orde op de Westelijke Jordaanoever te bewaren mocht Israël zich nu zou terugtrekken uit het gebied. “Wij zijn er klaar voor, maar ze gaan niet weg. Niets wijst daar op.”

Israël bouwt momenteel zo’n 2600 nieuwe huizen in de nederzettingen. Meer dan de helft daarvan wordt gebouwd in dorpen aan oostkant van de afscheidingsmuur, die op veel plekken diep de Westelijke Jordaanoever insnijdt. Zo wordt er ook gebouwd over de grenzen rondom de Palestijnse steden Ramallah en Bethlehem.

“Het lijkt erop dat Israël niet leert van fouten uit het verleden. Aan de ene kant wordt er onderhandeld over een vredesakkoord met de Palestijnen en parallel aan de onderhandelingen wordt er volop gebouwd in de illegale nederzettingen”, zo stelt het rapport dat is gebaseerd op luchtfoto’s en veldonderzoek. “Israël creëert nieuwe feiten op de grond die de kansen op een vredesverdrag ondermijnen”, aldus Peace Now. Israël wil volgens de vredesbeweging nederzettingen in het hart van de Westoever met elkaar verbinden om zo één groot Joods gebied te creëren.

Volgens de Routekaart voor de Vrede, die als basis dient voor de gesprekken met de Palestijnen, heeft Israël beloofd alle bouwactiviteiten in de nederzettingen te staken. Maar die belofte geldt niet voor gebieden die volgens Jeruzalem ook na het sluiten van een akkoord met de Palestijnen in Israëlische handen zullen blijven.

De Amerikaanse minister van Buitenlandse Zaken Rice heeft gisteren in Jeruzalem Israël nogmaals opgeroepen om de illegale nederzettingen niet verder uit te breiden. Het bezoek van Rice was bedoeld als ultieme poging om nog voor het einde van dit jaar een alomvattend vredesakkoord te sluiten tussen Israël en de Palestijnen.

Na afloop van haar gesprek met haar Israëlische ambtgenoot Livni noemde Rice de onderhandelingen ‘constructief’ en ‘intensief’. Toch viel vooral op dat er weinig vooruitgang is geboekt. Zowel Israël als de Palestijnen hebben laten weten dat een vredesakkoord voor het einde van dit jaar waarschijnlijk onhaalbaar is. Rice zei tijdens de persconferentie met Livni niks over dit zelf opgelegde tijdspad. Bij haar zes voorafgaande bezoeken aan Israël deed ze dat wel.

De onderhandelingen worden gevoerd in de schaduw van een politiek crisis bij zowel de Israëli’s als bij de Palestijnen. De Israëlische premier Olmert heeft zijn vertrek aangekondigd in verband met meerdere fraudeonderzoeken, en Fatah en Hamas blijven elkaar bestoken in de Gazastrook en op de Westoever.

Israël zegt dat het geen akkoord kan sluiten met de Palestijnen zolang Hamas de macht heeft in de Gazastrook. Ook doet Abbas volgens Jeruzalem te weinig aan de bestrijding van militanten op de Westoever. Abbas zegt op zijn beurt geen verdrag te tekenen als Israël doorgaat met het bouwen van huizen in illegale nederzettingen.
